Steven C. Smyth is an experienced healthcare executive and long-term care expert with a distinguished career spanning over four decades in skilled nursing, post-acute, behavioral health, and long-term care operations. He has extensive experience providing expert legal consulting services in cases related to nursing home administration, facility standards of care, regulatory compliance, and post-acute operational management. As a veteran Nursing Home Administrator and Executive Vice President of multiple skilled nursing facilities throughout the New York Tri-State region, Steven possesses deep insight into day-to-day facility operations, multi-site corporate governance, and state and federal mandates. His leadership roles overseeing communities ranging from 85 to over 350 beds have positioned him as a knowledgeable authority in assessing administrative decision-making, staffing systems, and potential deviations from institutional standards of care. Steven's expertise includes expert witness services in cases involving nursing home administration, regulatory non-compliance, staffing systems, and corporate operational oversight. He conducts case evaluations and regulatory audits for litigation involving Centers for Medicare & Medicaid Services (CMS) survey processes, Federal Nursing Home Reform Act (FNHRA) violations, and Quality Assurance and Performance Improvement (QAPI) systems. Additionally, he performs operational and chart analysis concerning medical record reviews, MDS/RAI assessment accuracy, and Payroll-Based Journal (PBJ) staffing metrics. Steven provides deposition and trial testimony backed by continuing legal education (CLE) faculty presentations, extensive litigation experience, and active fellowship status within the American College of Healthcare Executives (FACHE) and the American College of Health Care Administrators (FACHCA).
